The location of the area is standing at a dominating point of the city. Its history represents and its contribution to traditional nationalism are reinforced by its new local identity. It must be both Lithuanian and reward its presence with a living space. It should be designed not only as a concert hall but as a meeting point. This area should not only host professional art but also work as a multi-purpose foyer and House of Nation as a 24/7 living culture house.The main purpose of the design was to create semi-open public spaces at the top of the hill with its configuration. In the foyers on the upper levels, both the old and the new city were given panoramic vistas. Not only is the citizen a professional concert audience, but as a user of the city, it can meet the need for qualified public space.
